Which punctures can honestly be repaired

The industry rule is straightforward and it is about safety rather than upselling. A puncture in the central tread area, within a limited diameter, in a tire that has not been driven flat, can be properly repaired from the inside with a patch and plug combination. A puncture in the shoulder or sidewall cannot, because that part of the tire flexes on every rotation and no repair holds there.

A plug pushed in from the outside without removing the tire is a roadside measure, not a repair. A proper repair means the tire comes off the rim so the inside can be inspected for damage the outside will not show, particularly if it has been run low.

The part people are surprised by

Driving any real distance on a flat usually destroys the tire even if the puncture itself was repairable, because the sidewall gets crushed between rim and road and the internal structure breaks up. That damage is often invisible from the outside, which is exactly why an honest shop takes the tire off the wheel to look.

Uneven wear is a different problem

If the inside or outside edge is wearing far faster than the middle, the tire is not the fault. That is alignment, and replacing tires without correcting it just buys you the same wear again on a new set. See wheel alignment.
